What is genuine 360 degree vehicle CCTV?

After speaking with several Police Forces and other Emergency Services, their vehicle converters and CCTV suppliers it is apparent that many solutions claim to offer 360° vehicle CCTV. These all seem to have blind spots or comprise of stitched video.
